Apparently this is some kind of dedication banner to soldiers in the CBI of the "25th Division", although the US 25th Infantry Division was not in China during the war so some research may be needed to find out exactly what unit this is for. You can see the CBI star in the middle with a gun and sword on top of it in the graphic.I believe the names of the Chinese soldiers are the ones who presented the flag to the American soldiers.
